For some reason it was telling me that the command didn't exist but now that I restarted its working, so I guess it was because setting my ACC to GM didn't go through before

Why does "Rate.Corpse.Decay.Looted"in the worldserver.conf affect creature respawn time? I set it to 5 to test and for some reason the enemy respawned instantly lol

Because you were logged in at the time. You have to fully log out (to the login screen) when changing GM level.
