Does it have SAI in the creature_template and does the creature have mana?

ofc , if i do OOC event npc start spam spells to player ... but if i wanna check health% its nothing do , react on npc defensive or agressive nothing change

action cast
target i checked closest,nearest,distance,range and etc.
