Apparently not, the client stores all addon information both generally and by character, by server, even if you delete the addon, which is why setting will remain if you reinstall them. Go into client>WTF>Account>account name>SavedVariables and delete Questie-335.lua then go client>WTF>Account>account name>AzerothCore>character name>SavedVariables and delete the same file

After you log back in and let Questie initialize it should be fixed, although your settings will be reset
