seems like playerbot shouldn't be directly interacting with the worldserver.conf like that, so i'm guessing 'environment variable' is the answer

No, they are missing in playerbots.conf and/or playerbots.conf.dist on your end

this shouldn't ever be needed, very, very rare cases a clean/rebuild is ever needed

also cleaning cmake cache would've been of little assistance in this case
