Unless it's something acore did specifically, these are auras. I've used that way to apply them to other items, not knowing another way to.

I really appreciate the help so far, but to clarify since I dont quite understand yet:
When you say Auras, are they still in the main spell.dbc file? is it a separate dbc? Are Auras conceptually different from Spells?

Auras are just spells that stay on a player or unit. Some entries in Spell.dbc are spells, some are auras, some are both
