Has this been in world.conf this entire time? I spent ages making an eluna mod to modify these exact values and I could've just tweaked the world.conf??

I think I might have possibly added this in a much earlier version of my mod and no longer use it. And forgot I added it

It's not in there, no. You could look at <https://github.com/azerothcore/azerothcore-wotlk/blob/master/src/server/apps/worldserver/worldserver.conf.dist> and see for yourself.
