The spawns are hardcoded in C++ without any waypoints at all. Ideally it should all be in the DB but it isn't. Who knows why.

I imagine it's the same for all BGs, not that many of them have creature spawns. Maybe IoC and SotA.

Not all could be spawned in the DB, like the NPCs guarding the captured nodes in AV and the bosses/boss adds, but the regular NPCs can. I overhauled it in the DB and it worked fine as long as I didn't touch some of them.
