but ur ip can change or connect from different place or whatever and u have to constantly change it

I did it but still not allowed to connect. idk why. its trying toconnect so it seems port is open but not allowed

It could, it depends on your setup. All my servers have static IPs and they never change, my home IP is dynamic but hasn't changed in many years. It all depends on your setup. You could of course also use `%` instead of an IP but password security is very important if you really want to do that.

If MySQL is running on a Linux box it doesn't allow connections outside of localhost by default.
