Because it can't connect to the worldserver, the address or port being wrong in the realmlist table or the port being blocked for example.

anyone got any ideas? I got mod-individual-progression fixed but now these pop up and I am at a loss

looks like it might be gain honor gaurd so I am removing it and retrying
