you should change everything in same way as you build database - if you change something during database build you adjust config files to match those changes,
user name and password you make during mysql install and must use them in config file.

as i understood non.
just type RELOAD CONFIG in worldserver console - but maybe depend on what kind of changes you made, i dont know that much yet, but you do not have to build cus of changes in mysqls
