If I use a skill that is supposed to give 100% block, will it be capped/over ruled at 95% because of that setting?

Randomly in Feralas, there was text from the Homing Robot 00X o.o I checked and I dont see it anywhere. I'll screenshot it for now and I guess try to remember to submit tomorrow
