Ah that's the box that comes up when you run configure the first time. Never had to mess with that either, but that's what it means. You've already done it

This is also very optional. You can download the extracted files rather than extract them yourself and if you're not extracting the files yourself then why bother building the tools.

Don't take "rebuild" literally. You don't have to rebuild, or clean and build. Just building will make it only compile changes instead of the entire thing. Takes way less time that way.
