Is there a way to implement changes as a module instead of directly changing the source code?

Gotcha. So, let's say as an example, I want to make a talent called "Earthen Grip" for enhance shamans that replaces dual wielding, and instead allows them to use a 2-handed weapon with a shield at the same time. Would that require hooks?
