It is built into it directly, it can't be used on a weapon lower than level 35

Also some items like rugged armor kit say it directly

Updated the use level, so I can use a dense sharpening stone at level 5, but when trying to apply it on a weapon below level 35, it says "target is too low of a level".
for other things like potions and elixirs, just changing the required level works, but not enhancement items like those.

But, in the same SQL table that I edited the required level in, I cannot find anything pointing towards it not working on lower level weapons. Also tried to find the actual "sharpening-stone" spell id, and couldn't find it anywhere. so at a loss now.
