It does if you're not in an area where you can fly. Journeyman makes it 100% instead of 60% but if you can fly it'll run at 60% on the ground.

If you need the spell id, target the character that you want to remove it from and use `.lookup spell celestial steed`. You should target it because there are 4 spells named the same and if a character has the spell it'll show as known and that way you know which spell id is the one you should remove.

I already forgot that spell x.x and it still works. I think I may just have to live with this

Sometimes even if I use unlearn the spell comes back after a relog. I have to remove the spell from character_spell when that happens.
