Setting exlcusivegroup on 712 and 714 to -734 does make quest 734 availabe after completing 712 and 714. That's actually the original values for those fields from AC. And you are correct, pool_quest and pool_template entries are not required for this to work. However this configuration is making quest 716 only become available after also completing quest 714. 716 should only require 712 to be completed to be available.

this is how it is setup right now so I don't see why 716 is only becoming available after 714 is completed. I should also note that the quest giver for 716 is different than the quest giver/ender for 712
