AzerothCore development outside of the team is full part of contribuitors. If they decide to fix X Y Z of Wrath you will see that progression. But since the most focused development work comes from CC's progressive work. Allows for the vanill and tbc content be more polish. And eventually when CC get's to wotlk will be the same.
But contributions are always welcomed, they get evaluated and validated and if they are all good they will proceed to be part of AC, fixing someone's future problem!
