Required level for those are in the item_template table. I don't know of a way to easily change it for all mounts since they differ a bit here and there, I just went through the list of mounts and created queries to change them because that's the best way I know of.

Did you add this change to the client too? Changing the server doesn't change what the client sees for things like this.

Did you try to buy it, because the client shouldn't update the values since was just a server change
