deleting the cache and restarting, it was still showing 30m for me until i did

Unless you have to actually change the spell it doesn't require a client change to change the item template.

Let's say heartstone as example if i changed anything in that row ignoring entriy ID, anything else that would be changed just needs a cache clear from the client?

yeah dbc changes are immediate to the server, the cache clear is just for the proper display
