There's not a good one-size-fits-all rate. 1.25 means you'll be able to progress at a decent clip through Elwynn/Westfall/Redridge, for example, but by the time you're hitting level 30+, you still need to do a lot of zone hopping to get your questing requirements in.

Anecdotally, I like setting Explore XP to something like 5 or 6. It means those big cross-continent journeys you occasionally need to go on give you a steady drip of good experience while you're doing them
