Then have it actually restart, rather than me having to manually reopen the .exe file again?

and also, if it is, do I have to uninstall mariadb first? Is there a need to run some sort of backup first? Im all for getting ahead of impending software changes, I just dont want to break anything in the process because im like a bull in a china shop right now.

Yes, that's the one I use to install MySQL on Debian. You want to do database backups before purging MariaDB (server, client, lib) and installing MySQL.
