I tried both but I have the setting to ignore raids in worldserver.conf so shouldnt be an issue

Im suspecting that its because zulgurub was released after bwl and individual progression hinders entrance due to it being a catch-up mechanic

Yes you have to complete BWL before you can enter ZG
