WHAT features do you want it to have?
My first thought are:
1. Edit world
2. Create new worlds
3. Import custom models to wmo, m2 etc.
4. Particle editor
5. Spell editor
6. simply add new skins to existing models with .png export and reimport then and give it a name (which gets its displayid then etc)
Before you ask: i do not want to answer to any question about what i do with it, if i know anything you guys dont or whatever. this is just collection usefull ideas for a toolbox. Better to say a "MMO-Forge compatible with wow client". so dont ask where to get it or whatever. if i will ever find such a thing / create such a thing -> i will post it

1 and 2 => we had noggit which can modify worlds, we can self write own worlds and edit them with noggit.
But there is no (or it does but i dont know it) tool where you see alls maps click an "create new map" can type all its information (name, loading screen etc) and start editing it. simply adding another zone (.adt) with a button etc etc.
3. some time ago i heared there are massive problem importing a .wmo back. didnt found anything about that yesterday in the forum. so what i meant was a button "import model" -> "select file" -> select target type (wmo / m2..)
4. a nice gui based particle editor (didnt found anything yesterday too for that) which gives you a live preview of the particle and you can build it with all its possible options
5. nearly the same for spells.
6. the toolkit should have features with simply import -> image / sound -> select file -> bam its useable. or -> create new skin for npc and voila everything is setup from the default skin and you can change your new skin.
