You GM account needs to have GM level 4 to have access to that specific command.
You should not give anyone else GM rights. At least they do not need them to login.

There are no plans what so ever to move to another expansion afaik - even if it would be a separate project. 3.3.5 all the way.

There is no better expac to dabble in. My next favrite is Legion but I've never fussed much with the other engines... Just the old Cmangos and now Acore... I feel like the DB nightmares only get worse from 3.3.5...
