i have the same issues as well. i have 3 missing dll files libeay32.dll, ssleay32.dll, and vcruntime140_1.dll i basicly did the same thing, uninstalled the visual c++es and the everything related to that, and tried to the mentioned methods above, but none of them worked at all.
at this point i dont know what to do, i have installed openssl and everything what was mentioned, and nothing. also worth mentioning the missing ddl's are also not inside at any folder on my computer i did a very detailed search on it including system files. its just not there.
further more i dont know what system were used on this emulator: [NEW REPACK] 7.3.5 LEGION WoW Repack - WoW Legion 7.3.5 Repack - Blizzlike & Fun 32bit or 64 bit? nothing is cleared for me with this repac at all ![]()

From my experiences of overcoming missing DLL issues in getting various versions of Vanilla and Cataclysm server to work:
I think that whether you need 32-bit or 64-bit DLLs depends upon whether the server 'exe' files have been compiled as 32-bit or 64-bit. If in doubt, you could make sure that BOTH 32-bit and 64-bit DLLs are available in their proper places. I gather that (on a 64-bit Windows installation) 32-bit DLLs should be in 'C:\Windows\SysWOW64' and 64-bit DLLs should be in 'C:\Windows\System32'. (That sounds backwards, but I think it's correct.) Do make sure you copy each into their proper place: I think that if you accidentally put the 32-bit ones into 'C:\Windows\System32', that won't work.
The 'libeay' and 'ssleay' DLLs are OpenSSL. The 'vcruntime' type files are from Visual C++ Redistributable packages. I think (but only think) that '140' may be the 2015 version of this (from Microsoft's Visual C++ Redistributable for Visual Studio 2015 download page), and as before you'd need to install the correct one (32-bit or 64-bit) to correspond with your server's 'exe' files (but again, you could install both if in doubt). For these, you don't have to worry where the DLLs should go because they should be installed to the correct place.
Good luck.
