Try moving the server files to a location on your system that is local to your system.
Cloud services such as OneDrive or Google Drive use cached copes of your data and sync to the cloud or other devices based on what it believes is the newest version of the file. Databases and database files do not work properly in cached locations. the MySQL processes require exclusive access to the files to be able to open them and edit them.
